This website contains information, resources, forms, and guidance materials related to conducting research in the Hawaii State Department of Education (HIDOE).

Please explore our site to learn about:

  • The options available for obtaining HIDOE approval to use HIDOE data for research and to conduct research and data collection activities in HIDOE schools and offices.
  • The online HIDOE Application to Conduct Research, which you may create and submit via this website.

 Information for HIDOE employees

 

If you are a HIDOE employee proposing to conduct research that involves HIDOE students, personnel, schools, offices, and/or data and is not an assigned duty, please visit the HIDOE Employees Conducting Research page for special instructions.

 

 Information for post-secondary instructors

 

If you are a post-secondary instructor whose students:

  • would like to conduct research involving HIDOE students, personnel, schools, offices, and/or data for a course assignment and
  • will not be publishing or publicly disseminating their data or findings,

please contact the Data Governance Office at DOEresearch@notes.k12.hi.us to determine whether you are eligible to participate in HIDOE’s pilot of an alternative to the research application.

 

 ‭(Hidden)‬ Important information about completing your application

  • All documents attached to the application must be PDFs.
  • Do not include special characters — including the symbols “&”, “#”, “%”,“~” and “+” — in any attachment titles.

  • Your data collection start date should be at least two months from the date you submit your application. 
  • Note: The date of your approval letter will supersede your data collection start date, should your application be approved sooner than anticipated.

 ‭(Hidden)‬ Recruiting participants for your research project

Researchers who are not HIDOE employees must receive written approval of their research project from the HIDOE Superintendent before they may contact any HIDOE schools or offices about participation.

If you are a HIDOE employee who wishes to conduct research at the HIDOE school or office at which you are employed, please contact the Data Governance Office for further instructions.

Please note that, although a research project may be approved by the Superintendent, the participation of HIDOE schools and offices is not guaranteed.  Participation is strictly voluntary and contingent upon the approval of the school or office administrator and the consent of the participant(s)

In addition, HIDOE requires that, prior to implementing a research project, researchers obtain active consent from all adult paticipants (which includes students 18 years and older) and both active assent from minor students and active consent from their parents.

If, after your research project has been approved by the Superintendent, you are unable to secure participation from an adequate number of HIDOE schools and offices and would like to change the proposed scope of your research project, please contact the Data Governance Office to make a request to revise your application.

 

 Obtaining approval to conduct research in HIDOE

 

There are multiple options for obtaining approval to conduct research in HIDOE.

 

If you have either:

  • a written agreement (e.g., MOU, MOA, contract) with HIDOE for or related to your study or
  • a HIDOE partner or sponsor for your study,

please contact the Data Governance Office at DOEresearch@notes.k12.hi.us to confirm your next steps.

 

If you do not have a HIDOE written agreement, partner, or sponsor…

  • Options for obtaining access to HIDOE data for research purposes:
    1. Publicly available HIDOE data may be used for research purposes immediately and without HIDOE review or approval.  Visit the Publicly Available Data page for more information.
    2. Existing aggregate HIDOE data that are not publicly available may be requested from HIDOE via an external data request.  Visit the Data Governance page of the HIDOE website for more information.
    3. Existing individual-level HIDOE data that are not publicly available may be requested from HIDOE via a “data only” research application, which must include:
      • A completed HIDOE Data Request Form for Research.  Visit the Data Requests page for more information.
      • Consent forms that obtain permission from the relevant individuals authorizing HIDOE to release the requested data to the researcher/research team.  See the consent form checklists below for guidance. 
    4. Hawaii Youth Risk Behavior Survey data may be requested from HIDOE by submitting an online research application.  Visit the Hawaii YRBS Data page for more information.

Research Application Process Workshop

Join us for a workshop about the process of applying for approval to conduct research in HIDOE.

The workshop will include an overview of the application review and approval process and helpful hints for completing the application.
